Why won't 2012 candidates participate in the first debate?

So many important candidates, like Mitt Romney, might not participate in the first Republican debates. Newt Gingrich is also unlikely to attend even though both have created exploratory committees. Herman Cain has also formed one and won't be there. Why is this? Why aren't Bachmann, Trump, and Huckabee taking this opportunity?
