Marion Barry back in the news?

I'm not sure why 3/4 of our representatives get reelected. Either the voters don't pay attention to what is going on or they like the excitement. I think if a politician is under investigation or has been convicted of a crime, they should not be eligible to run for office again. I would think that would be a good job for the ethics committee to sort out.
