Is changing your rate in DEP easy?

I'm supposed to leave for boot camp march 2nd but I really hate the job I have now. The clifier at MEPS told me that if I pay the 2 bills I have in collections before hand then he can go ahead and switch my job to IT. I just want to make sure he's not feeding me some crap and if it really is as easy as he makes it sound. Also, I have 54 college credits already towards my bachelor in education if I finish and get my degree would I automatically qualify to be an officer?
